zur NATO-Schule Oberammergau:

Hier greifen wir ein Beispiel aus dem Kursangebot heraus, so gibt es den Kurs "Civil-Military Co-operation (CIMIC)".

Da klingelt es bei uns - wir gucken da schon länger hin.

Eine aktuelle Erläuterung findet sich in der englischen Wikipedia:

"CIMIC works as a Force multiplier. For example, by building relationships with officials from Non-governmental organizations or local government officials, CIMIC personnel might become aware of a specific threat to the mission. In so doing, they have the opportunity to alert the commander, who can then deploy resources to deal with the threat. Rather than having to post patrols on every street corner, the commander's access to information gathered by CIMIC teams has allowed him to employ a smaller number of soldiers, and to use the soldiers he does have available in other areas."

Oder anders gesagt: die NGOs sollen als Nachrichtendienste für das Militär instrumentalisiert werden(!)

Die Formulierung "Force multiplier" geht wohl auf die Erfahrung de Kanadier in Bosnien Herzegowina zurück. Aha.


Noch was entdeckt:
Das Schulprogramm selbst ist ein "CIMIC"-Beispiel, für die Lernmaterialien greifen die auf die Web-Infrastruktur der ETH Zürich zurück.

Die Schweiz - ein neutrales Land? Ach was.
Die NATO hat ihre Instrumente für so Grauzonen, so z.B. das "PfP", Partnership for Peace (oder so).

Unter diesem Vorzeichen beherbergt die ETH Zürich eine Webschnittstelle für Lehrstoffe der NATO-Schule.
